Sriro’s Desk Reference of Indonesian Law by Andrew I. Sriro
The rule of law in Indonesia is in the process of major reform. Corruption is a major hindrance to this process but an even more formidable impediment is access and clear understanding of Indonesia’s regulatory promulgations.
Outside Jakarta, individuals, offices and courts often experience significant inconvenience in attempting to access the tens of thousands of laws, regulations and decrees that are in effect governing Indonesian lives. Judges and lawyers are even prevented from making legal decisions and analysis regarding business, social and criminal cases simply they can’t even find the relevant law that should be applied. However, with a bit of effort the existing written body of law is capable of serving its intended function if read and applied in good faith.
The construction of law libraries throughout the entire archipelago is beyond the budgetary ability of the government. There is also a dearth of law reference works written by legal experts because the long hours of selfless labor and the printing costs, often carried solely by the author, is most often a money losing proposition.
Efforts have been made to develop websites representing various governmental departments containing an ever growing quantity of downloadable laws and regulations. Unfortunately, both the density of telephones and insufficient band width service across the nation reduces the government’s efforts to disseminate the law via the Web.
This is where this handy reference work comes in! Sriro’s Desk Reference of Indonesian Law provides access to the Indonesian legal system in a clear and concise format. Written by an American lawyer enrolled as a student at the Universitas Padjadjaran’s Masters of Law Program, a wide range of Indonesian legal subjects is described simply, accurately and authoritatively.
As Indonesia strives to rebuild its reputation as a destination for foreign investment, Sriro’s book provides a source of information which should give confidence to prospective investors through first-hand knowledge of the law. Updated annually with the latest rules and regulations through September 2004, this indispensable reference covers over 90 substantive subjects highly useful to the expat resident, including:
Arbitration
Banking
Business Organizations
Contracts
Courts and Civil Actions
Debtor and Creditor
Documents and Records

The Desk Reference is a succinct and efficient guide through the maze of the Indonesian legal system, an excellent compendium of translations of Indonesian legal concepts into English law terminology. As such, Sriro’s Desk Reference of Indonesian Law is also an excellent study in comparative law.
